James Anderson, a contemporary of Adam Smith, was commissioned by Pitt to examine and survey the state of the fisheries in the Hebrides and the west coast of Scotland with his primary concern being the economic development of the country to which he contributed several policies undertaken in the 1780s. Anderson wrote on various subjects including agriculture, James Watt's canal projects, planting timber, free thoughts on the American contest, observations on slavery and a treatise on chimneys being directions for preventing and removing smoke in houses.
